Jarvis, played by Ray Milland, is the quarry in this case.   He's put in motion a scheme to make it look like his nephew Tony (played by Bradford Dillman) has been kidnapped so the ransom can be paid from a trust fund with an emergency clause.  However, Milland decides to kill Tony and take the money.   Although Bill isn't a bad guy here, he's no hero either.   He has two scenes as Ken Nichols, the cocky, sexy playboy boyfriend of Tony's beautiful blonde wife.  His cockiness is somewhat deflated when Columbo lets his girlfriend know that he offered to dump her if her huband would pay him $50,000.   Bill played a number of these sexy playboy types until he became better known as a villain extraordinaire.
