A burglary ring run by a self-styled British Colonel has been pulling off burglaries so well planned they appear to be inside jobs. But in fact, the Colonel observes, plans with a stop watch, drills his four hand-picked men. Lt. Jensen, the head of the burglary squad works with Danny to track down the ring. Arch and some of the others think that Jensen is over-the-hill and should step down in favor of one of the younger, sharper, more technically trained officers.

Jensen and Keller find that the latest vault and the bars leading to it must have been cut with a special heavy duty drill. The only one in town is locked in a storage room at a construction company. They determine that the outside door to the storage room as been tampered with and the drill used recently by someone other than the company. They stake out the room and surprise two of the burglars coming to borrow it again. In the ensuing confrontation, Jensen and one of the burglars is shot, both by the Colonel. The Colonel tells his other men that he knows their colleague would have spilled his guts so he had to take him down.

The Colonel is tracked to a rented room with a view of the latest crime scene and a garrulous landlady who saw him with binoculars. The Colonel is tracked from the room to his hideout with the help of a veterinarian - hair from three Afghan dogs was found in the room. Keller comes to the hideout pretending to sell magazines to ensure that the gang is still there. [Nothing suspicious there. We see guys who look like Bill selling magazines door to door all the time.] He hears the sound of police calls in the background meaning the gang will be listening if they call for backup. They're afraid the Colonel has hidden the money so they need a ruse to get him to grab it. They send out a call for back-up patrol cars to meet them at the hideout in 20 minutes. The Colonel and his men rush out with bags of loot. When the police arrive guns drawn the Colonel stands pat while his men are killed in a shoot out. He retains his coolness even at the station. He has no concern for his dead gang members. He wants only to be sure his dogs are being taken care of.
